公民档案利用权利保障的现存问题与改进措施

Existing Problems and Improvement Measures of the Protection of Citizens’ Rights to Use Archives

保障公民档案利用权利是档案机构的职责和义务,也是档案机构发展的动力。文章在对公民档案利用权利保障的现存问题进行梳理分析的基础上,提出从法律法规保障、公民档案素养提高和档案服务能力提升三方面探索公民档案利用权利实现的改进措施。

Protecting citizens’ right to use archives is not only the responsibility and obligation of archives institutions, but also the driving force for the development of archives institutions. On the basis of combing and analyzing the existing problems of the protection of citizens’ archives utilization rights, this paper puts forward the improvement measures to explore the realization of citizens’ archives utilization rights from three aspects: the protection of laws and regulations, the improvement of citizens’ archives literacy and the promotion of archives service ability.
