将文物保护管理纳入国土空间规划编制和实施

Spatial Planning System Reform in China:To Enhance the Conservation and Management of Cultural Heritage

本文包括3个部分。第一部分,笔者分析了在生态文明体制改革背景下文化遗产保护和管理具有的新的战略意义。第二部分,介绍了国土空间规划改革框架,“多规合一”旨在实现城市和区域、城市和乡村、陆地和海洋、地上和地下空间的统筹,为改进文化遗产保护和管理创造了全新的空间。第三部分,分析了将文物保护管理纳入国土空间规划编制和实施的4个路径,即建立国土空间规划“一张图”实施监督信息系统、实施全流程动态监管、统筹划定和整合历史文化保护线、探索更为灵活的土地政策支持遗产保护和城市更新。结论倡导建立多部门、多学科的合作,共同应对气候变化、生物多样性保护和自然灾害等新挑战。

This paper consists of three parts.Firstly,the author analyses the new strategic implications of conservation and management of cultural heritage under the background of the institutional establishment of ecological civilisation.Secondly,this paper introduces the framework for spatial planning system reform aiming at creating integrated planning for urban and regional,urban and rural,land and ocean,and surface and underground spaces.Integrated spatial planning and its management provide a brand new space for improving the conservation and management of cultural heritage.Thirdly,four paths for improving conservation and management are pointed out,i.e.,the establishment of an Inte-plan(One Map)Information System for Immediate Monitoring of Implementation,the establishment of a Total Process Management of spatial planning,the alignment of multiple fields with historic conservation red lines drawn by relevant government sectors,and the development of beneficial land use policies supporting heritage cons ervation and urban regeneration.As a conclusion,this paper advocates multisectoral and multidisciplinary cooperation related to conservation efforts to cope with the challenges of climate changes,biodiversity protection and disaster reduction.
