美军“三防”应急医学救援组织指挥管理体制特点及启示

The characteristics and enlightenment of the joint command and management system of the“three defense”emergency medical rescue in the US army

目的分析美军“三防”应急医学救援组织指挥管理体制的特点,提出对我国军地“三防”医学救援组织指挥管理体制机制建立的启示。方法研究美军参加或牵头其国内、海外及国际“三防”应急医学救援的5种主要模式,以及美军“三防”应急医学救援组织指挥管理体制,结合我国军地应急医学救援实际情况,提出改进方案。结果针对我国军地“三防”应急医学救援组织指挥管理现状,提出了细化预案制度、落地协调机制,确定职能定位、完善力量编组,明确指挥责权、加强力量互援等三点启示。结论通过对我国军地“三防”应急医学救援组织指挥管理体制的改进,可以提升指挥管理效率,进而提高应急医学救援整体水平。

Objective To analyze the characteristics of the military-civilian joint organization command and management system of the"three defense"emergency medical rescue of the United States army,so as to put forward the enlightenment on the establishment of the military-civilian joint organization command and management system mechanism of the"three defense"emergency medical rescue of China.Methods Five main modes of"three defense"emergency medical rescue of the US army participating in or leading the domestic,overseas and international emergency medical rescue were studied,and the organization command and management system of"three defense"emergency medical rescue of the US army was studied,and the improvement plan was put forward based on the actual situation of our army’s emergency medical rescue.Results In view of the present situation of the joint command and management of the PLA and the local area,three inspirations were put forward,namely,the elaboration of the plan system,the landing coordination mechanism,the determination of the function positioning,the improvement of the force organization,the clarification of the command responsibilities and powers,and the strengthening of the mutual assistance of the forces.Conclusion Through the improvement of the command and management system of the"three defense"emergency medical rescue organization,the efficiency of command and management can be improved,and the overall level of emergency medical rescue can be improved.
