关于稻渔综合产业发展的若干思考与建议

Thoughts and suggestions on the development of rice-fishery integrative industry

稻渔综合种养是稻田综合种养的主要模式,是在传统稻田养鱼的基础上逐步发展起来的一种现代生态农业新模式。针对我国稻渔综合种养发展的特征与特色,提出稻渔综合产业的概念,并解析以稻渔综合产业发展的概念引领其高质量发展的意义及重要性。从稻渔综合产业发展模式与规模、稻渔产业发展协同性、产业链、品牌、典型经验与适用技术、复合人才等角度,探讨促进稻渔综合产业发展的路径,提出在区域布局、基地建设、品种优化、技术配套、初级产品分级收储与加工、骨干企业培育、生物资源利用、质量监控与溯源、消费与文化引领等方面提升和发展的措施与建议,以期提质丰产增绿降本稻渔生产技术、多元化升值盈利的稻渔加工与流通技术、稻渔产品品牌打造与服务技术以及稻渔全产业链优化建设技术等方面的研究突破,促进稻渔综合产业模式因地制宜优化,产业链结构创新提升,进而取得更大的经济、生态和社会效益。

Rice-fish integrated farming is the main model of rice-field integrated farming,which is a new model of modern Eco-Agriculture developed gradually on the basis of traditional rice-fish farming.The development characteristics of the rice-fishery integrated cultivation was summarized in this paper.Based on the above characteristics,a concept of rice-fishery integrative industry was introduced,and the significance and importance of leading its high-quality development with such concept were analyzed.In addition,from the perspectives of development mode and scale of rice-fishery integrative industry,cooperative development of rice and fishery industry,industrial chain,brand,typical experience and applicable technology,compound talents and so on,the thoughts on promoting the development of rice-fishery integrative industry were discussed.The improvement measures and suggestions on regional layout,base construction,variety optimization,technical support,graded storage and processing of primary products,cultivation of backbone enterprises,utilization of biological resources,quality monitoring and traceability,consumption and cultural guidance were proposed.It was expected to make research breakthrough in the rice-fishery cultivation technology of high quality-high yield-green-low cost,rice-fishery processing and circulation technology of diversified appreciation profit,rice-fishery brand building and service technology of products,rice-fishery optimization and construction technology of whole industry chain and so on.Then the rice-fishery integrativeindustry would be hoped to turn to the development road of optimized cultivation mode according to local conditions,innovation promoted industrial chain,and achieved greater economic,ecological and social benefits.
