精准识别与系统布局:当代英国教师负担状况及其减负实践剖析 被引量:1

摘要 中小学教师负担过重是一个具有普遍意义的国际难题,作为较早重视教师负担问题的国家之一,过往三十年间,英国政府针对教师负担问题采取了诸多举措并取得良好成效,他们的教师负担已经出现了减轻的趋势。英国教师减负实践有着清晰的政策实施逻辑,其很多做法非常系统也颇具特色,值得我们思考,包括:通过大规模系统调研来精准识别教师负担的症结;实施多元化布局的策略来解决教师减负难题;通过连贯性和一致性的政策实施,确保教师减负实践能持续有效;确认行政部门在教师减负上的核心职责,减少和缓解非行政性事务对教师的冲击;坚持因地制宜原则,对不同学校的教师实施不同的减负策略等。 As one of the first countries to pay attention to the problem of teacher burden,the UK government has taken many initiatives to address the problem of teacher burden in the past three decades and achieved good results. Their teachers’ burden has been reduced. The practice of reducing teachers’ burden in Britain has a clear policy implementation logic. Many of its practices are very systematic and distinctive,which is worthy of our careful reference,including large-scale systematic research to accurately identify the crux of teachers’ burden;Implement the strategy of diversified layout to solve the problem of reducing teachers’ burden;Ensure the continuous and effective practice of teachers’ burden reduction through consistent and consistent policy implementation;Confirm the core responsibility of the administrative department in reducing the burden of teachers,and reduce and mitigate the impact of non administrative affairs on teachers;Adhere to the principle of adjusting measures to local conditions and implement different burden reduction strategies for teachers in different schools.
