摘要
党的二十大报告全面阐述了中国式现代化的内涵和特征,为特殊教育信息化治理体系构建指引了方向。完善特殊教育治理体系是实现特殊教育高质量发展的重要保障。研究特殊教育信息化治理体系,能够深化国家教育治理体系和治理能力现代化战略,丰富特殊教育信息化方案。本文通过回顾我国特殊教育信息化发展历程及面临的挑战,述评教育治理、教育治理体系、特殊教育管理等相关文献,创新性地明晰了特殊教育信息化治理体系的内涵及构建逻辑,并运用“平台式-产业式-过程式”的综合框架,从数据治理、主体治理、过程治理三个方面构建了特殊教育信息化治理体系,最后从数据治理、协同机制、智库构建等维度为我国特殊教育信息化高质量发展提出了建议。
The report to the 20th National Congress of the Communist Party of China comprehensively elaborated the connotation and characteristics of Chinese path to modernization,providing guidance for building the governance system for special education informatization.Improving the special education governance system is important for achieving the quality development of special education.Studying the governance system of special education informatization can deepen the national strategy for the modernization of education governance system and governance capacity,and enrich the informatization schemes for special education.This paper reviews the literature on education governance,education governance system,special education management,the history of special education informatization,and the challenges it faces in China,clarifies the connotation and construction logic of special education informatization governance system,constructs a framework of“platform-industry-process”,and builds a special education informatization governance system including data governance,subject governance and process governance.Suggestions are put forward for the quality development of special education informatization from data governance,collaboration mechanism and think tank construction.
