城市黑臭水体整治的技术探讨——以宁德市福洋溪为例

Discussion on the Technology of Urban Black and Smelly Water Treatment——a Case Study of Fuyangxi in Ningde City

城市黑臭水体整治已经成为地方各级人民政府改善城市人居环境工作的重要内容,但城市水体黑臭成因复杂、影响因素众多,整治任务十分艰巨。本文以宁德市福洋溪为例分析了其黑臭水体的形成主要是点源污染、面源污染和内源底泥淤积三个因素共同作用的结果。流域经过三年的综合整治,采取了控源截污、内源治理、生态修复等综合治理措施,四项黑臭指标及水质均明显改善,治理成效显著。为实现黑臭水体的长治久清,相关部门还需建立水体长效管理机制。

Urban black and smelly water remediation has become an important part of local people’s governments at all levels to improve the urban living environment,but the causes of urban black and smelly water are complex,and the influencing factors are many,the remediation task is very difficult.Taking Fuyangxi of Ningde City as an example,this paper analyzes that the formation of black and smelly water is mainly the result of the joint action of point source pollution,non-point source pollution and endogenous sediment deposition.After three years of comprehensive regulation,and adopts comprehensive treatment measures such as source control and pollution interception,endogenous treatment and ecological restoration,the four indexes of black and odor were significantly improved,the water quality was improved,and the treatment effect was remarkable.In order to realize the long-term treatment and long-term cleaning of black and smelly water bodies,it is necessary to establish a long-term management mechanism of water bodies.
