Spot-Coal Business Value Network Analysis and Process Design Based on the Coal-Electricity Integration in Ningxia

现货煤炭业务是宁夏煤电一体化供煤体系建设的重要环节,是按电厂现时或未来短期内的煤炭需求,以网络公开的形式向社会招标的煤炭采购业务。经过2021年宁夏煤电一体化运行,现货煤炭业务已形成由国家能源集团宁夏煤业有限责任公司主导,宁夏电力公司及所属电厂、现货供应商、资金托盘公司、物流企业、煤矿(洗煤厂)等单位共同参与的相对稳定的价值网络结构,通过分析建立现货价值网络结构模型,可以形成现货业务指导价的定价机制。本文在阐述2021年实际现货业务运行的基础上,以科学、安全、高效原则,重新设计现货业务流程,明确关键流程中的业务核心点,为提高煤电一体化项目中的现货业务管理工作效率提供参考。

The spot-coal business is an important part of the coal supply system of Coal-Electricity Integra⁃tion in Ningxia.And the spot-coal business is a coal procurement work subjected to online public bidding based on the coal demand of the power plant now or in the near future.After the operation of Coal-Electrici⁃ty Integration in Ningxia in 2021,the spot-coal business has formed a relatively stable value network struc⁃ture led by CHN Energy Ningxia Coal Industry Co.,Ltd.with the participation of Ningxia Electric Power Co.,Ltd.and its affiliated plants,spot-coal suppliers,capital prop-up companies,logistics enterprises,coal mines(coal washeries),etc.The spot-coal business pricing mechanism is developed by analyzing and estab⁃lishing the spot-coal business value network structure model.By expounding the actual spot-coal business op⁃eration in 2021 and based on the principle of“Science,Safety and Efficiency”,this paper re-prepares the spot-coal business process and defines the core points of business in key processes,in order to provide a valuable reference for the spot-coal business management in coal-electricity integration project.
