浅析铁合金冶炼行业排污许可证后管理重点工作

Analysis on the Key Work of Post Pollution Permit Management in Ferroalloy Smelting Industry

排污许可证制度是我国现行环境管理体系的有效整合,证后执法是排污许可证制度推行的关键。基于铁合金冶炼行业为“两高行业”代表性行业,具有高污染特点,本文以某一旗县为例,重点分析该区域内铁合金冶炼企业的现状、铁合金冶炼行业产污情况、铁合金冶炼行业排污许可证内容,以及证后管理重点问题,提出铁合金冶炼工业排污许可证后管理的相关建议,进一步强化铁合金企业环境污染治理主体责任,推动铁合金企业依证排污、守法排污。

The emission permit system is the effective integration of China’s current environmental management system,the implementation of the law after the certifi cate has become the key to the implementation of the emission permit system.Based on the fact that ferroalloy smelting industry is a representative industry of“Two high industries”and has high pollution characteristics,taking a certain county as an example,the present situation of ferroalloy smelting enterprises in this area,the analysis of pollution in ferroalloy smelting industry,the content of pollution discharge permit in ferroalloy smelting industry and the key problems of post~permit management are analyzed in this paper,this paper puts forward some suggestions on how to standardize the management of pollution discharge permit of ferroalloy smelting industry,further strengthen the main responsibility of environmental pollution control of ferroalloy enterprises,and promote ferroalloy enterprises to discharge pollution according to the certifi cate and comply with the law.
