生态环境保护工作常常涉及多个部门、多个地区、多个区域,因而在综合行政执法工作中要重视各部门、各地区、各区域之间的协同合作。在实践中发现协同执法存在的不足,主要表现在各协作方责任划分不清晰、跨区域协同缺乏统一的协调机构、跨区域协同的执法标准不一致、责任追究机制不完善等。解决这些问题的主要措施,包括明确划分各协作方的责任、合理运用联席会议机制、统一跨区域协同执法的标准、建立和完善责任追究机制等。

The work of ecological environment protection often involves multiple departments,regions and watersheds,so we should attach importance to the coordination mechanism among various departments,regions and watersheds in the work of comprehensive administrative law enforcement.In practice,it is found that there are defi ciencies in collaborative law enforcement,which are mainly manifested in the unclear division of responsibilities of each partner,the lack of a unifi ed coordination organization for cross regional coordination,the inconsistent enforcement standards for cross regional coordination,and the imperfect accountability mechanism.The main measures include clearly dividing the responsibilities of all partners,rationally using the joint conference mechanism,unifying the standards of cross regional coordinated law enforcement,and establishing and improving the accountability mechanism.
