某市固定污染源排污许可证年度执行报告填报问题分析

Analysis on the Filling of Annual Executive Report of Pollution Discharge Permit for Fixed Pollution Sources in a City

为全面实行排污许可制度,强化排污许可证后管理,督促排污单位落实主体责任,确保持证排污、按证排污、依证监管,根据《排污许可管理条例》(中华人民共和国国务院令第736号)^([1])及《排污许可管理办法(试行)》(部令第48号)[2],按照国家生态环境部《固定污染源排污许可证质量、执行报告审核指导工作方案》要求,全国各地市均积极进行2020~2021年度固定污染源排污许可证执行报告审核工作。本文对某市核查工作中发现的各种问题进行分析,以避免排污单位在日后的填报中出现同类错误。

In order to fully implement the discharge permit system,strenghen the post-discharge permit management,urge the pollutant discharge unit to implement the main responsibility,and ensure the discharge with the permit,discharge according to the permit,and supervise according to the permit,in accordance with the Regulations on the Administration of Discharge Permits(Order NO.736 of the State Council of the People's Republic of China)and the Measures for the Administration of Discharge Permits(Trial)(Order No.48 of the Ministry of Ecology and Environment),and in accordance with the requirements of the Guiding Work Plan for the Examination and Implementation Report of Discharge Permits for Fixed Pollution Sources 2020~2021.In this paper,various problems found in the verifi cation work of a city are analyzed.so as to help sewage units avoid similar mistakes in the future reporting.
