Improving the Capacities to Pursue Development and Safeguard Security: Principles, Orientation, and Path

党的二十大报告指出:“国家安全是民族复兴的根基,社会稳定是国家强盛的前提。”提高统筹发展和安全的能力,既是推动高质量发展和实现高水平安全的要求,也是加强党和政府自身建设、提升执政治国水平的要求。奋进新时代新征程,各级党员干部要努力提升总揽全局、协调各方能力,创新求变、把握机遇能力,自主学习、自我纠偏能力,察觉风险、驾驭风险能力,政策运用、社会动员能力,为推进国家安全体系和能力现代化、维护国家安全和社会稳定贡献力量。

As pointed out in the Report to the 20th National Congress of the CPC, “National security is the bedrock of national rejuvenation, and social stability is a prerequisite for building a strong and prosperous China.” Improving the capacities to both pursue development and safeguard security is a requirement not only for promoting high-quality development and realizing high-level security but also for enhancing the self-improvement of the Party and the Government and for upgrading the governance capacities. In the new journey in the new era, Party officials at all levels should try their best to upgrade their abilities to exercise overall leadership and coordinate the efforts of all sides;to innovate, steer changes, and seize opportunities;to carry out autonomous learning and self-correction;to perceive and control risks, and to apply policies and mobilize the public to contribute to modernizing the national security system and capacity and safeguard national security and social stability.
