新安全格局下平安中国建设的理念重塑与路径优化

Reconceptualization and Path Optimization of the Peaceful China Initiative under the New Security Paradigm

党的十八大以来,平安中国建设成效显著,但也面临一些问题和挑战。新安全格局的提出对平安中国建设的目标与任务有了更新、更高要求。新时代平安中国建设应当立足“以人民为中心”的宗旨,树立“大平安”理念,坚持科学治理、依法治理和智慧治理。当前平安中国建设的重点工作应考虑以下内容:提升公共安全治理能力,完善矛盾纠纷多元化解机制,畅通和规范群众利益诉求表达通道,强化网络空间治理,推行网格化管理,建设熟人社区,加强特殊人群服务与管理。

Since the 18th National Congress of the CPC, the Peaceful China Initiative has made remarkable progress.But the initiative is also faced with problems and challenges. The new security paradigm has put forward new and higher requirements for the initiative to achieve its goals and tasks. The Peaceful China Initiative in the new era should put the people first, maintain security in all areas, and adhere to sound, law-based, and technology-supported governance. The current priorities of implementing the initiative should include the following: 1) to improve public security governance;2) to improve the mechanism of solving conflicts and disputes with multiple solutions;3) to standardize the channels for public complaints and requests and keep these channels open to the public;4) to upgrade cyberspace governance;5) to implement grid-based management;6) to encourage community members to become acquaintances;7) and to improve services for people with special needs.
