新型举国体制是加快建设科技强国、全力建设社会主义现代化国家的强有力支撑。举国体制往往是大国参与技术博弈的应对之策,但旧式举国体制聚焦安全竞争而轻视经济博弈、强调政府引导却忽视市场激励、重视技术生产而非技术消费、强调集中攻关而非分散试错、重视技术自主而非技术分工。新型举国体制要避免这些弊端,以国家战略需求为导向推进创新资源优化组合,构建协同攻关的组织运行机制,构建高效强大的共性关键技术供给体系。

A new system for mobilizing the resources nationwide, often serving as large countries’ approach to their technology competition with other countries, can provide strong support for China to become a scientific and technological powerhouse and a modern socialist country at a faster pace. The old system, in contrast, focuses on security competition at the cost of economic competition, emphasizes the government’s guiding role while ignoring market incentives, values technology production rather than technology consumption, stresses on a concerted effort to solve key problems rather than individual efforts of trial and error, and places emphasis on self-reliance in science and technology rather than its division of labor. The new system should avoid these shortcomings. It should optimize integration of innovation resources in line with China’s strategic needs, build an organizational and operational mechanism for collaborative research, and build an efficient and powerful supply system of key common technology.
