摘要
输配电价改革是电力体制改革的核心内容,而输配电价的科学合理核定则是输配电价改革的关键。但是目前我国省级电网输配电价定价尚未充分考虑负荷率、分时等关键用电特性因素,使得输配电成本难以合理体现,不利于减少电价交叉补贴和电力资源的最优化配置。本文提出了两部制输配电价定价总体思路,构建了基于负荷率和分时因素的两部制输配电价定价模型,并以某35kV工商业用户样本数据进行实例测算,验证了模型的合理性和可行性。最后,建议执行考虑负荷率、分时(季节)等用电特性的两部制输配电价方案,建立健全的输配电价评估、调整与监审机制以及出台逐步取消电价交叉补贴的实施方案。
The reform of transmission and distribution price is the core content of the reform of electric power system. The key of the reform are the scientific and reasonable verification of transmission and distribution price. However, at present, the pricing of provincial power grid transmission and distribution has not fully considered the key power characteristics such as load rate and time sharing, which makes the transmission and distribution cost difficult to reflect reasonably, and is not conducive to reducing the cross-subsidy of electricity price and the optimal allocation of power resources. In this paper, the general idea of two-part transmission and distribution pricing is put forward, and a two-part transmission and distribution pricing model based on load rate and time-sharing factors is constructed. The rationality and feasibility of the model are verified by an example calculation with the sample data of a 35kV industrial and commercial user. Finally, it suggested to implement the two-part transmission and distribution electricity price scheme considering the power characteristics such as load rate and time-of-use(season), establish a sound transmission and distribution electricity price evaluation, adjustment and supervision mechanism, and introduce the implementation plan of gradually canceling the cross-subsidy of electricity price.
