Research on the Development of China’s New Urbanization during the 14th Five-Year Plan Period

新型城镇化是推动我国经济社会高质量发展的重要引擎,党的十八大以来,我国新型城镇化建设取得历史性成就:城镇化水平连上新台阶,“两横三纵”城镇化战略格局基本形成,城镇基础设施水平明显改善,.城镇人居生态环境质量明显改善,城乡融合发展迈上新台阶。“十四五”时期,我国新型城镇化建设进入新阶段,较于与以往的城镇化发展,我国新型城镇化将出现以下新的特点:城镇化率增速将出现调整换挡,.城镇化长期滞后于工业化的情况将出现转变,城市群都市圈成为城镇化发展的主体形态,县域城市成为新型城镇化的重要载体,产业发展成为新型城镇化的重要支撑。针对“十四五”时期新型城镇化的新特点、新问题与新要求,在新型城镇化重点领域综合施策、精准发力,积极推动新型城镇化健康发展。

New urbanization is a significant engine to promote high-quality economic and social development in China.Since the 18th National Congress of the Communist Party of China,the construction of new urbanization in China has made historic achievements:China’s urbanization has reached a new level,the strategic pattern of"two horizontal and three vertical"urbanization has basically taken shape,the level of urban infrastructure has significantly improved,the quality of urban human settlements and ecological environment has significantly improved,and the integrated development of urban and rural areas has reached a new level.During the"Fourteenth Five Year Plan"period,China’s new urbanization construction entered a new stage.Compared with the previous urbanization development,China’s new urbanization will have the following new characteristics.The growth rate of urbanization will be adjusted and shifted;The situation of urbanization lagging behind industrialization for a long time will change;Urban agglomerations and megalopolis have become the main form of urbanization development;Suburb has become an important carrier of new urbanization;Industrial development has become an important support for new urbanization.For the new characteristics,problems and requirements of new urbanization during the"Fourteenth Five Year Plan"period,we should make comprehensive and precise efforts in key areas,and actively promote the healthy development of new urbanization.
