中老铁路国际联运业务流程分析及优化策略

Business Process Analysis and Optimization Measures of International Intermodal Transport on China-Laos Railway

中老铁路的运营提升了中国与“一带一路”沿线国家的互联互通水平,随着中老两国间货物列车开行数量、货物发送量的不断增长,对货物列车开行效率、质量也提出了更高的要求。在阐述中老两国国际联运的需求受理、准备发运、制单运输、通关交付关键环节的基础上,基于鱼骨图分析法对中老铁路国际联运关键环节进行分析,并针对各环节中存在的问题,结合中老铁路运输实际提出业务流程优化对策:增加市场信息收集,分析业务流程;研发对外互联网平台,提高内部作业流程效率;做到箱货匹配,作业衔接更顺畅;加快推进信息互联互通,提高通关流程效率;优化客户体验,提供增值服务;加快专业化人员培养等。研究可为中老铁路国际联运服务质量提升提供参考。

The acceleration of the operation of the China-Laos Railway has improved connectivity between China and the “Belt and Road Initiative”(BRI) countries. With the continuous increase in the number of freight trains and the volume of goods delivered between China and Laos, higher requirements have also been imposed on the operation efficiency and quality of freight trains. This paper expounded on the key links of demand acceptance, preparation for shipment, document-making and transport, and customs clearance and delivery for international transport between China and Laos. On this basis, the key links of international transport on the China-Laos Railway were analyzed by fishbone diagrams, and in view of the existing problems in each link and the actual situation of China-Laos Railway transport, optimization measures for the business process were put forward. These measures include increasing market information collection for the analysis of business processes, developing foreign Internet platforms to raise the efficiency of internal operation processes, ensuring the matching of containers and goods to smooth operation connection, accelerating the promotion of information interconnection to improve the efficiency of the customs clearance process, optimizing customer experience by providing value-added services, and speeding up the training of professional personnel. The research can provide a reference for the improvement in the service quality of international intermodal transport on the China-Laos Railway.
