中老铁路国际联运货物运输优化对策探讨

Optimization Strategy of International Intermodal Cargo Transportation of China-Laos Railway

在国内国际双循环的新经济格局下,挖掘中老铁路国际联运潜能是当下重点研究的问题。通过阐述中老铁路开通运营以来,国际联运货物列车开行、货源结构和国际联运口岸站情况等国际联运货物运输现状,结合SWOT-PEST分析法,从中老铁路内外部环境入手,围绕政治、经济、社会、技术方面,分析现有优势与机遇,剖析影响中老铁路国际货物联运发展的制约因素,提出中老铁路国际联运货物运输优化对策,即:提高通关便利化能力、推动“一地两检”通关模式,优化中老铁路货运组织、打造“澜湄”品牌班列,加强货物联运基础管理、建立行业监管体系,扩大联运班列辐射范围、提升通道影响力,完善国际联运信息平台建设、创新信息互联互通模式,优化国际铁路货物运输通道格局。

Under the new economic pattern of domestic and international dual-circulation, tapping the potential of international intermodal development of the China-Laos Railway is a research hotspot. This paper first elaborated on the current situation of international intermodal cargo transportation, cargo source structure, and international intermodal port stations since the opening of the China-Laos Railway. It employed SWOT-PEST analysis methods to analyze the advantages and opportunities by focusing on the political, economic, social, and technical aspects from the perspectives of the internal and external environments of the China-Laos Railway. Then, factors influencing international intermodal cargo transportation of the China-Laos Railway were also analyzed. As a result, the following optimization strategies were proposed. Customs clearance facilitation should be improved to promote the “ co-location ”mode of customs clearance, and freight organization of the China-Laos Railway should be optimized to foster “ Lancang-Mekong”brand trains. Additionally, strengthening the basic management of intermodal cargo transportation is necessary for establishing industrial supervision systems, and the radiation range of intermodal trains should be expanded to enhance the influence of the channel capacity. Finally, the international intermodal information platform should be improved and information interconnection modes should be innovated to optimize international cargo transportation patterns.
