中老铁路磨憨口岸站国际货物联运信息系统应用与展望

Application and Prospect of Information System for International Intermodal Freight Transport at Mohan Port Station of China-Laos Railway

口岸站是国际货物联运的关键核心节点,打造现代化口岸的重要核心要素之一,构建完备适用的口岸站国际货物联运信息系统对其至关重要。我国铁路已陆续开展国际货运、口岸通关等信息系统试点建设,但目前尚无统一的铁路口岸站国际货物联运信息系统相关设计规范和标准。以中老铁路磨憨口岸站设计为切入点,对我国既有国际货物联运相关信息系统现状、中老国际货物联运业务特点和信息系统需求进行分析,聚焦口岸站货物运输管理信息系统、数字口岸以及数据互联互通等关键技术开展应用研究,并对铁路国际货物联运信息系统的进一步应用进行展望,从而为我国铁路口岸站国际货物联运信息系统的标准化设计提供成功案例,并为其未来发展提供思路借鉴。

Port stations are a key core node of international intermodal freight transport. Building a self-contained and applicable information system for international intermodal freight transport is a central element for constructing modernized port stations. China’s railways have successively constructed pilot information system projects for international freight transport and customs clearance. Nevertheless, unified design specifications and standards on building information systems for international intermodal freight transport at railway port stations are still to be formulated. Taking the design of the Mohan Port Station of the China-Laos Railway as the breakthrough point, this paper analyzed the current situation of existing information systems related to international intermodal freight transport and the business characteristics and information system requirements of China-Laos international intermodal freight transport. Application research was carried out, with the focus laid on key technologies, such as information systems for freight transport management at port stations, digital ports, and data interconnectivity. The further application of the railway information system for international intermodal freight transport was suggested. This research is expected to provide a successful case for the standardized design of information systems for international intermodal freight transport at China’s railway port stations and to provide implications for their future development.
