中老铁路磨万段施工计划与组织管理模式创新实践

Innovative Practice of Construction Plan and Organization Management Mode of Boten-Vientiane Section for China-Laos Railway

中老铁路作为泛亚铁路重要的组成部分,是中老两国互利合作的旗舰项目,是高质量共建“一带一路”的标志性工程,其中磨万段由昆明局集团公司在境外负责其运营和管理,在全国尚属首例。在新的运输生产组织模式下,营业线施工在管理模式、组织实施、过程监督等方面,都与我国铁路既有模式存在差异,影响中老铁路磨万段运营安全。通过分析中老铁路磨万段施工计划管理现状,梳理运营后施工组织管理存在问题,总结其施工组织管理中在健全工作机制、严格规范施工计划提报、优化天窗单元划分、强化施工管理规章制度培训、重点加强无人站施工(维修)计划管理等方面的创新实践及成效,实现中老铁路磨万段施工与运输统筹兼顾,确保中老铁路磨万段运营管理持续安全稳定。

As a key component of the Trans-Asian Railway(TAR), the China-Laos Railway is a flagship project of mutually beneficial cooperation between China and Laos and a landmark project of high-quality joint construction of the “Belt and Road Initiative”(BRI). Thereinto, the Boten-Vientiane section is operated and constructed by Kunming Group overseas, which is the first case for China. Under the new transportation and production organization mode, the construction of the business line is different from the existing mode of China railways in terms of the management mode, organization and implementation, and process supervision, which affects the operational safety of the Boten-Vientiane Railway. This study analyzed the current management situation of the construction plan for Boten-Vientiane Railway and sorted out the problems in construction organization management after operation. On this basis, it summarized the innovative practice and corresponding effects of improving the working mechanism, strictly standardizing the submission of construction plans, optimizing the division of maintenance window units, strengthening the training of construction management rules and regulations, elevating the management of unmanned station construction(maintenance) plans. In this way, overall consideration can be given to the construction and transportation of the Boten-Vientiane Railway, and its continuous, safe, and stable operation and management can be ensured.
