国家治理视域下民族互嵌型社区建设的五维考察与优化策略——基于2018年中国劳动力动态调查数据分析

Five-dimensional Investigation and Optimization Strategy of Ethnic Inter-embedded Community Construction from the Perspective of National Governance: Based on Data from the 2018 China Labor-force Dynamics Survey

在基层推进国家治理体系和治理能力现代化的基础性工作,突显了加强社区治理体系和治理能力现代化建设的极其重要性。国家治理是对“五位一体”总体布局的全面治理,民族互嵌型社区作为一种特殊的社区类型,在国家治理视域下推进民族互嵌型社区建设,应以民主型自治社区、互助型爱心社区、体验型幸福社区、和谐型平安社区、健康型美丽社区等五维内涵为指向,并基于2018年中国劳动力动态调查数据实证考察民族互嵌型社区的五维建设成效。根据五维建设中存在的相关问题或不足之处展开成因分析,在此基础上提出相应的优化策略。

An ethnic inter-embedded community is a special type of community. This paper concludes that promoting the construction of an ethnic inter-embedded community from the perspective of national governance should include the following five dimensions: First,building a democratic self-governance community in regard to the political construction dimension;second,building a mutual aid community full of love concerning the dimension of economic construction;third,building an experiential well-being community as for the dimension of cultural construction;fourth,building a harmonious and safe community on the subject of the dimension of social construction;fifth,building a healthy and beautiful community with respect to the dimension of ecological civilization construction.Based on the data from the China Labor-force Dynamics Survey in 2018,this paper tries to analyze the effectiveness of the five-dimensional construction mentioned above and finds the main problems are as follows: A) In terms of the construction of a democratic self-governance community,the awareness of community residents in participating in community elections and community management needs to be improved. B) In the construction of a mutual aid community full of love,the atmosphere of reciprocal help in the daily life of community inhabitants needs to be strengthened.C) In terms of the construction of an experiential well-being community,although the frequency of locals participating in activities organized by social organizations is very high,activities held in their own communities face problems of low frequency and lack of variety. D) In the construction of a harmonious and safe community,a sense of familiarity and trust among community residents still needs to be further developed,and the construction of a community safety environment also needs to be accelerated. E) In the aspect of the construction of a healthy and beautiful community,the community environment still is being polluted,and and pollution needs to be actively reduced.Because of these problems,this article proposes the following optimization improvement strategies: 1) In promoting the construction of a democratic self-governance community,it is necessary to steer the social and political participation of community residents and raise their awareness of self-management. 2) In encouraging the further development of a mutual-aid community full of love,it is necessary to encourage people to practice more community care and enhance the relief fund reserves of community organizations. 3) In promoting the building of an experiential well-being community,it is necessary to enhance the attraction of social organization activities in the community and enrich the diversity of social organization types in the community. 4) In promoting the construction of a harmonious and safe community,one should help people show more appreciation for national culture and improve the transparency of community management. 5) In promoting the construction of a healthy and beautiful community,it is deemed necessary to reinforce the oversight of potential pollution of the community ecological environment and improve the governance efficiency of community ecological environment pollution.
