The Evolution of CPC’s Conception on Rule of Law since Reform and Opening-up

自改革开放以来,中国共产党法治观的演进是令人瞩目的。在坚持人民民主专政中,共产党形成了民主法制理论,持续迈向民主法治化。在坚持和完善党的领导中,共产党形成了依法治国基本方略,进而发展出依法执政基本方式,不断深化政治体制改革。在推进治理体系和治理能力现代化中,共产党形成了习近平法治思想,开辟引领全面依法治国,助力全面建设社会主义现代化强国。通过对演进历程的考察,可以得出如下结论:中国共产党法治观是中国化的马克思主义法治理论,厚植于改革开放实践,一以贯之的是权力运行的科学化,其内涵日益丰富,分量越来越重。

Since the reform and opening-up,the evolution of the CPC’s view on the rule of law is remarkable.In adhering to the people’ s democratic dictatorship,the Communist Party has formed the theory of democracy with legal system,and continued to move towards democracy with the rule of law.In upholding and improving the Party’s leadership,the Communist Party has formed the basic strategy of governing the country according to law,developed the basic way of being in government according to law,and constantly deepened the reform of the political system.In promoting the modernization of governance system and governance capacity,the Communist Party has formed Xi Jinping Thought on the Rule of Law,pioneered and led the comprehensive rule of law,and helped build a powerful modern socialist country in an all-round way.Through the investigation of the evolution process,we can draw the following conclusions:the view on the rule of law of the Communist Party of China is a sinicized Marxist theory on the rule of law,which is deeply rooted in the practice of reform and opening up.It is consistent with the scientific operation of power,with increasingly rich connotation and heavier weight.
