金融从诞生起就与信用诚实等伦理原则相伴相随。新时代为资本设置“红绿灯”是中国金融法治体系建设和政府金融规制工作的重要内容,是规范和引导资本健康发展的有效途径。坚持以马克思关于资本本质属性理论为基础,结合把社会主义核心价值观融入法治建设的基本要求,是中国构建与高水平社会主义市场经济体制相适应的现代资本市场监管体系和加快高质量发展的基本保证;坚持以人性“善”为道德主体的金融伦理功能,把正义、和谐、公平等价值理念和社会主义核心价值观伦理要素融入资本投资活动,发挥资本“进步”作用并协调金融与经济社会综合功能,形成“德治”软实力与“法治”硬实力共同发力的规范和引导资本良性运行的良法善治机制,确保社会主义资本沿着姓“社”和实现共同富裕目标这个方向“健康生长”发展。

Since the day of its birth,finance has been closely associated with ethical principles such as credit and honesty.Under the background of the new era,setting"traffic lights"for capital is the concrete manifestation of China’s financial legalization construction system and one of the government’s financial regulation work as well as an effective way to standardize and guide the healthy development of capital.The basic guarantee to accelerate and promote the high-quality development of China’s economy is to adhere to Marx’s theory on the essential attributes of capital and to build a modern capital market supervision system in accordance with the basic requirements of integrating socialist core values into the construction of the rule of law as emphasized in the report of the 20th National Congress of the Communist Party of China.We must adhere to the financial ethical function with the"goodness"of human nature as the moral subject,and integrate the value concepts of justice,harmony,fairness,and other core socialist values and ethical elements into the capital investment activities,so as to realize the"progressive"role of capital and coordinate the comprehensive functions of finance,economy,and society.We will establish a good governance mechanism that regulates and guides the sound operation of capital by combining the soft power of"rule of moral"with the hard power of"rule of law"to ensure the"healthy growth"and development of socialist capital along the direction of"social"and common prosperity.
