建设全国统一大市场是构建新发展格局的基础支撑和内在要求。自乡村振兴战略实施以来,我国逐步形成了全国统一大市场助力城乡融合发展的制度保障、条件保障与资源保障。当前,制约我国统一大市场与城乡融合发展的问题主要体现在两大方面:一是要素市场一体化不够深入;二是基本公共服务和公共基础设施均等化不够完备。以全国统一大市场为基础助力城乡融合发展,要改变以往要素与资源从乡村到城市的单一流向,避免乡村内部劳动力、土地、资本、数据等要素长期外流;也要通过建立统一大市场,对乡村地区给予帮助,促进乡村地区经济社会可持续发展。

Building a unified national market is the basic support and internal requirement for building a new development pattern. Since the implementation of the rural revitalization strategy, China has gradually formed the institutional guarantee, condition guarantee and resource guarantee for the integrated development of urban and rural areas through the national unified large market. At present, the problems that restrict the development of a unified large market and urban-rural integration in China are mainly reflected in two major aspects. Firstly, the integration of factor markets is not deep enough. Secondly, the equalisation of basic public services and public infrastructure is not complete enough. To help the integrated development of urban and rural areas on the basis of a large unified national market, it is necessary to change the single flow of factors and resources from the countryside to the city in the past, so as to avoid the long-term outflow of labour, land, capital, data and other factors within the countryside. It is also necessary to help rural areas through the establishment of a large unified market, so as to promote the sustainable economic and social development of rural areas.
