基于DEA模型的新冠疫情期间县域医共体运行效率研究

Operation efficiency of county medical communities based on DEA Model during the pandemic of COVID-19

目的分析新冠疫情期间县域医共体牵头医院的运营表现与运行效率,为疫情常态化时期县域医共体运营优化提供参考。方法通过问卷抽样调查,采用DEA数据包络分析模型评价其运行效率。结果疫情期间绝大多数医共体牵头医院运营压力大、运营效率不高,274家牵头医院中的综合效率有效占比仅5.84%,超过90%的牵头医院DEA值处在0.7以下。结论建立紧密型医共体,在县域内整合资源、分工协作,建成上下联动的疫情防控救治网络,科学防治、精准施策、分区分级做好疫情防控;建立健全重大疫情全周期风险防控机制;完善重大疫情下的医院投入补偿机制。

Objective To analyze the operation performance and efficiency of county medical communities during the pandemic of COVID-19,so as to provide reference for the improvement of their operation capacities during the regular COVID-19 prevention and control.Methods A questionnaire sampling survey was carried out and DEA analysis model used to evaluate the operation efficiency of county medical communities.Results During the pandemic of COVID-19,the majority of the leading hospitals of the county medical communities were under high operational pressure and with low operational efficiency.The effective ratio of the comprehensive efficiency in 274 leading hospitals was only 5.84%.DEA values in more than 90%leading hospitals were below 0.7.Conclusions During the prevention and control period of COVID-19,it is necessary to estabilish close-knit medical communities to integrate resources and coordinate work within counties.And a uplink and downlink network for epidemic prevention,control and treatment with scientific prevention and control,targeted strategies by region and classification should be established for doing a better job.Meanwhile,we should establish and improve a full-cycle major epidemic risk prevention and control mechanism,and improve the compensation mechanism for hospital investment in major epidemic prevention and control.
