基层医疗卫生机构服务能力评价指标体系研究

目的利用德尔菲法和层次分析法构建基层医疗卫生机构服务能力评价指标体系,为卫生行政部门管理基层医疗卫生机构、制定区域卫生规划、合理配置卫生资源提供参考。方法采用文献法和德尔菲法确定评价指标体系,运用层次分析法确定各指标权重。结果经过两轮专家咨询,确定了85项指标,其中一级指标4项、二级指标20项、三级指标61项。4个一级指标分别为运营与管理、基本医疗服务、基本公共卫生服务和满意度,权重分别为0.2292、0.3436、0.3319和0.0953。结论基本医疗服务应强调以结果为导向,提供以病人为中心的服务,同时,要注重基本公共卫生服务效率的提高,加强机构运营管理,促进基层良性发展,最终提高群众获得感。

Objective To establish an evaluation index system for health service capacity of primary health institutions based on the Delphi method and analytic hierarchy process,and to provide reference for health administrative departments to administer primary health institutions,make regional health planning and allocate health resources in a rational way.Methods Literature review and Delphi method were used to determine the evaluation index system,and analytic hierarchy process was used to determine the weight of each index.Results After two rounds of expert consultation,85 indicators were determined,including 4 first-level indicators,20 second-level indicators and 61 third-level indicators.The four first-level indicators are operation and management,primary medical services,basic public health services and satisfaction,with weights of 0.2292,0.3436,0.3319 and 0.0953,respectively.Conclusions Primary health care should be results-oriented and patient-centered.Meanwhile,it should focus on improving the efficiency of basic public health services and strengthening the management of institutions,thus promoting the sound development of primary health institutions and ultimately improving the sense of gain among the public.
