摘要
高质量发展依赖于政府的执政效率,而政府通过财政手段影响经济转型,因此研究财政支出效率是否能促进中国绿色全要素生产率(GTFP)的提高具有非常重要的现实意义。文章运用数据包络分析方法测算了2005—2016年中国284个地级市及以上城市的GTFP和财政支出效率,采用空间面板数据模型研究了财政支出效率对GTFP的影响。研究结果表明:(1)样本期内,中国GTFP得分呈现“N”型趋势,即先上升后降低最后上升。(2)Moran′s I检验结果表明,GTFP表现出显著的正向空间自相关性。(3)财政支出效率在样本期内先下降然后开始上升。(4)空间面板滞后模型的估计结果显示,GTFP的空间滞后项显著为正,说明周围城市GTFP的提高有助于改善本地区的GTFP。财政支出效率的估计系数显著为正,说明财政支出效率的改善可以促进经济高质量发展。此外,城镇化水平、教育水平、第三产业比重和创新水平的提高均对GTFP具有显著的正向影响,而环境规制对GTFP具有显著的负向影响。
High-quality economic growth is not only attributed to market economy,but also is heavily dependent on administration efficiency of the Chinese governments.This is because they can adopt fiscal measures to affect the transition of China’s economy.Hence,it is of great significance to evaluate if fiscal expenditure efficiency promotes the high-quality economic growth in China.Based on the multi-source data,including satellite remote sensing data and statistical data,this research assesses the green total factor productivity(GTFP)and the fiscal expenditure efficiency scores of 284 prefecture-level cities and above applying the total factor productivity evaluation methods from 2005 to2016,and examines the impact of fiscal expenditure efficiency on GTFP by the spatial econometric models.The findings are as follows.1)During the sample period,the average GTFP scores present an N-shaped curve.In other words,it firstly increases,and then decreases,and finally becomes to go up.2)The results of Moran’s I test show that the GTFP scores exhibit significant and positive spatial autocorrelation.3)During the sample period,the average fiscal expenditure efficiency score firstly decreases and then increases.4)From the results of spatial panel lag models,it’s found that the estimated coefficient of the variable of GTFP is significant and positive,indicating that the increase of GTFP in neighboring cities contributes to the high-quality economic growth of the own city.The estimated coefficient of variable of fiscal expenditure efficiency is significant and positive,implying that fiscal expenditure efficiency plays a positive role in improving the high-quality economic growth in China.Besides,urbanization level,education level,the proportion of the tertiary industry and innovation level have positive impacts on GTFP which environmental regulation has a negative impact on.
