社区教育“双元制”发展和运行模式探索——以太仓市为例

摘要 服务全民终身学习需要,以社区教育高质量发展为目的,借鉴“双元制”职业教育经验,解读了“双元制”和社区教育的内涵,在分析社区教育“双元制”发展背景和改革必要性的基础上,对社区教育“双元制”发展改革在组织、体系、举措方面进行了探究,提出了“社农、社企、社校”等双元融合的发展思路,对构建“双元制”社区教育组织、推进“双元制”社区教育政策建议、构建“双元制”社区教育管理模式、创新社区“双元融合”教育共同体机制和举措进行了重点讨论。 To meet the need of lifelong learning for all and high quality development of community education, this paper explores the organization, system and measures of “dual system” community education reforms on the basis of drawing on the experience of “dual system” vocational education, interpreting the connotations of both dual system and community education, and analyzing its development background and the necessity for reform. It puts forward a notion of “dual integration between community and agriculture,community and enterprise, and community and school”. Detailed discussions are also conducted on how to builda “dual system” community education organization, how to promote“dual system”community education policy suggestions, how to build a“dual system”community education management mode, and how to innovate community “dual integration” education community mechanism and measures.
