摘要
在国家运输结构调整、降低物流成本的政策导向下,要求铁路网进一步向煤矿、电厂、港口等重点企业延伸,降低“最后一公里”运输成本,地方铁路作为我国铁路网的毛细血管作用逐步凸显。在阐述地方铁路发展及其与国家铁路在基础设施、运输组织、业务信息等互联互通现状基础上,分析地方铁路与国家铁路互联互通存在的基础设施略有落后、管理及作业水平有待提升、信息互通及时性有待提高等问题,提出不断完善基础设施建设、提升管理水平及强化专业化培训、积极推进接入铁路95306平台等融合发展优化对策,为提高国家铁路与地方铁路间作业效率,为企业提供便利化“一站式”服务提供支撑。
Under the policy guidance of adjusting China’s transport structure and reducing logistics costs,the railway network is required to further extend to key enterprises such as coal mines,power plants,and ports to reduce the transport cost in the last kilometer.The capillary role of local railways in the railway network of China is gradually prominent.On the basis of elaborating on the development of local railways and the status quo of infrastructure,transport organization,and information interconnection between local railways and national railways,this paper analyzed the existing problems such as backward infrastructure,inefficient management and operation,and poor timeliness of information interconnection between local railways and national railways.The paper also put forward optimizing countermeasures for realizing integrated development,such as continuously improving infrastructure construction,enhancing management level,strengthening professional training,and facilitating access to the railway 95306 platform.As a result,the research provides support for improving operation efficiency between national railways and local railways and facilitating the one-stop service for enterprises.
