中老铁路跨境货运发展对策研究

Study on Development Countermeasures for Cross-Border Freight Transport of China-Laos Railway

中老铁路是中老两国互利合作的旗舰项目和高质量共建“一带一路”的标志性工程,研究优化中老铁路跨境运输,对于维护好、运营好中老铁路具有重要意义。在分析中老铁路货运相关设施设备及跨境货运组织现状的基础上,针对中老铁路运营初期面临的基础设施配置不完善、铁路货源开发不充分、全程运输优势不明显、口岸能力亟待提升、通关效率亟需提高等现实问题,提出发展及优化中老铁路跨境货运的对策,即完善铁路基础设施建设、加大货源组织力度、推进海关监管查检场所建设、提升沿线通关效率、建设中老铁路物流信息平台、发挥老中铁路公司协调作用,为中老铁路国际物流“黄金大通道”高质量发展提供参考。

China-Laos Railway is a flagship project representing mutually beneficial cooperation between the two countries and a landmark project for implementing“Belt and Road Initiative”in high quality.Therefore,studies on the cross-border transport of China-Laos Railway are of great significance for positively maintaining and operating China-Laos Railway.This paper analyzed the status of freight facilities and equipment and cross-border freight organization of China-Laos Railway and pointed out problems faced by China-Laos Railway in its initial stage of operation,such as the imperfect allocation of infrastructure,insufficient development of railway goods sources,unobvious advantages of wholeprocess transportation,inadequate port capacity,and low customs clearance efficiency.In addition,this paper put forward countermeasures for developing and optimizing the cross-border freight transport of China-Laos Railway,namely,improving railway infrastructure construction,strengthening goods source organization,constructing customs supervision and inspection sites,enhancing customs clearance efficiency along the line,building logistics information platform of China-Laos Railway,and giving full play to the coordinating role of China-Laos Railway,which thus provides references for the high-quality development of“Golden Passage”of international logistics for China-Laos Railway.
