关于我国铁路内陆港发展策略的思考

Thoughts on Development Strategies of Inland Ports for Railways in China

内陆港是带动内陆区域经济和区域外向型经济发展的重要平台,是促进铁路多式联运增量的重要设施。通过分析欧美发达国家铁路内陆港发展现状,综合考虑多式联运政策支持、基础设施衔接、经营服务管理及运输组织保障等方面的发展经验,对比分析我国铁路内陆港发展现状,发展主要特征及不足,从创新内陆港与铁路合作机制、畅通铁路内陆港的集疏运体系、优化铁路内陆港综合服务、加强海铁联运和中欧班列运输组织优化以及统筹搭建多式联运信息平台等方面提出优化建议,对提升我国铁路内陆港综合服务能力具有重要的现实意义。

An inland port is an important platform for promoting the development of the inland regional economy and regional export-oriented economy and is a major facility for raising the increments of railway multimodal transport.By analyzing the development status of inland ports for railways in developed European and American countries,this study comprehensively considered the development experience of multimodal transport policy support,infrastructure connection,operation and service management,and transport organization support.In addition,this paper comparatively analyzed the current development situation of inland ports for railways in China,as well as the development features and disadvantages.On this basis,it put forward optimization suggestions from the following aspects:innovating the cooperation mechanism between inland ports and railway departments,smoothing the collection and distribution system of inland ports,optimizing comprehensive services of inland ports,strengthening sea-rail combined transport and the optimization of transport organization of China-Europe Railway Express,as well as planning and constructing a multimodal transport information platform in a well-coordinated way.The research has great significance for elevating the comprehensive service capability of inland ports for railways in China.
