运用文献资料等方法,阐明构建更高水平全民健身公共服务体系的内涵、基础,并提出路径。内涵:全民健身公共服务体系包括政策体系、供给体系、内容体系、评估体系,以与全面建成小康社会相适应为构建基础、以与社会主义现代化国家相适应为构建目标、以不断提升治理能力为构建过程。基础:以完善法律法规为支撑的政策体系基本建立、以强调多元共治为根本的供给体系基本建立、以满足健身需求为抓手的内容体系基本建立、以坚持问题意识为导向的评估体系基本建立。路径:保障全民健身法律法规的有效落实,优化全民健身组织发展的制度环境,增加全民健身公共服务的供给内容,健全全民健身发展评估长效机制。

By using the method of literature review,this paper expounded the connotation and foundation of building a higher level national fitness public service system,and put forward the path.Connotation:The national fitness public service system is divided into policy system,supply system,content system and evaluation system.It takes the building of a moderately prosperous society in all respects as the basis of construction,the comprehensive establishment of a public fitness system suitable for the socialist modern country as the construction goal,and the continuous improvement of governance capacity as the construction process.Foundation:The policy system supported by the improvement of laws and regulations has been basically established,the supply system based on the emphasis on pluralistic co-governance has been basically established,the content system based on the demand for fitness has been basically established,and the evaluation system based on the awareness of sticking to problems has been basically established.Path:We should ensure the effective implementation of national fitness laws and regulations,optimize the institutional environment for the development of national fitness organizations,increase the supply of national fitness public services,and improve the long-term evaluation mechanism of national fitness development.
