芬兰“托幼一体化”管理体制的实践经验及其对我国的启示 被引量:6

Practical Experience of “Integrating Kindergarten with Nursery Education” Management System in Finland and the Enlightenments for China

摘要 芬兰很早就进行了“托幼一体化”的改革实践并取得了较大成效,通过构建一体化政府管理部门、整合早期教育和保育课程指南、统一保教师资队伍、整合利用家长和社区资源来实现“托幼一体化”,这为我国探索“托幼一体化”道路提供了有益借鉴。借鉴芬兰的实践经验,我国可以通过以下方法推进“托幼一体化”进程:改革“双轨制”模式,构建统一管理体制;整合保育教育课程,构建统一课程体系;严把师资入口关,多举措增强师资队伍;鼓励多主体参与,多途径扩大资源供给。 Finland has carried out the reform practice of “integrating kindergarten with nursery education” very early and achieved great results, such as building an integrated government management department, integrating kindergarten and nursery guidelines, unifying the teaching staff, and integrating parent and community resources. It provides useful reference for China to explore the road of “integrating kindergarten with nursery education”. On this basis, China can promote the integration of kindergarten with nursery education by reforming the “dual-track system” model and building a unified management system, integrating ECEC courses and building a unified curriculum system, controlling the entrance of teachers strictly and taking multiple measures to strengthen the teaching staff, encouraging multi-subject participation and expanding resource supply in multiple ways.
