摘要
科学精准评价人才,是人才培养、选拔、使用的基础,对于推进建设高素质、专业化、创新型人才队伍具有重要意义。中国石化经过探索和实践,建立了以专业技术人才职称评审、技能操作人才职业技能等级认定为主体的人才评价体系,通过健全制度、完善标准、规范流程,构建了管理制度化、评价精准化、流程信息化“三化”一体的人才评价管理模式。文章以中国石化职称评审工作为例,对基于“三化”一体理论的人才精准评价模式进行探讨,为选准用好各类人才提供依据和参考。
Scientific and accurate evaluation of talents is the basis for talent training,selection and use,and is of great significance for promoting the construction of a high-quality,professional and innovative talent team.After years of exploration and practice,Sinopec has established a talent evaluation system that focuses on the evaluation of professional titles for professional and technical personnel and the identification of professional skill levels for skilled operators.By improving the system,standard and process,the talent evaluation management model integrates the management institutionalization,precision evaluation and process informatization,which is called the Three-in-one Theory,to realize the accurate classification and evaluation of talents,build a ladder for the growth of various talents’quality levels and business capabilities,and provide a basis for the selection and use of various talents.
