中国行业协会治理转型的困境及对策——基于“结构—关系—行动”的视角

Structure,Relationship and Action:The Dilemma and Measures of Governance Transformation in China Industry Association

《行业协会商会与行政机关脱钩总体方案》的出台标志着行业协会与行政机构脱钩改革新进程的开启,行业协会由“他组织”转向“自组织”。与此同时,行业协会依附式发展和治理失灵等问题显现,行业协会治理转型势在必行。行业协会的治理转型可以从结构、关系和行动三个方面进行分析。中国行业协会治理存在结构的形式化与简约化、关系的依附与疏远和行动的被动与不足等问题,究其原因,在于效率机制与合法性机制的驱动不足、对资源与规则的依赖以及社会资本与策略能力不足。行业协会需要在结构、关系、行动三个维度实现全面治理转型,拓展更大的发展空间,以实现治理现代化。

The introduction of the General Plan for the Decoupling of Industry Associations and Administrative Organs marks the opening of the new process of decoupling reform between trade associations and administrative agencies,and the shifting of associations from“other-organizations”to“self-organizations”.At the same time,some problems have emerged,including the development of the industry associations,the governance failure and so on.The governance transformation of social organizations can be analyzed from three aspects,including structure,relationship,and action.There are some problems in the governance of China industry association-formalism and simplicity of structure,the dependence and alienation of relationships,and the passivity and inadequacy of actions,which are mainly caused by the drive based on efficiency and legitimacy mechanisms,the dependence on resources and rules,and the lack of social capital and strategic capacity.The comprehensive governance transformation of industry associations needs to be achieved from the following three dimensions:structure,relationship,and action.In that case,it can expand more space for development and make the governance modernization come true.
