摘要
德国致力于成为世界上领先的开放数据国家,通过开放数据促进创新发展,尤其是在2021年密集出台了开放数据的战略、行动计划和法律,促使元数据标准建设呈现出新的特点和发展趋势。采用网络调查和文献分析方法,介绍德国元数据标准DCAT-AP.de的主要内容和应用情况,提炼可供借鉴的经验和做法。对我国而言,应在元数据标准的政策和法律支持、数据治理和组织保障、本土化与国际化的有机结合等方面借鉴其先进经验。
Germany is committed to becoming a leading open data country in the world,promoting innovation and development through open data.In particular,in 2021,Germany intensively introduced open data strategies,action plans and laws,which promoted metadata standard construction to show new characteristics and development trends.By means of web survey and literature analysis,this paper analyzes and introduces the DCAT-AP.de metadata standards for Open Government Data in Germany,and refines the experiences and practices for reference.For China,we should learn from the advanced experience in the policy and legal support of metadata standards,data governance and organizational guarantee,and the organic combination of localization and internationalization.
