共同富裕视域下的城乡融合发展内在逻辑及其影响因素探究

The internal logic of integration of town with countryside and its influencing factors from the perspective of common prosperity

共同富裕是推进城乡融合发展的重要目标指向,农民农村共同富裕是共同富裕的应有之义,“重塑新型城乡关系,走城乡融合发展之路”是解决当前社会主要矛盾、扎实推进共同富裕的关键路径。虽然城乡发展差距在持续缩小,但距离实现农民农村共同富裕,进而实现全体人民共同富裕还存在一定差距。通过厘清共同富裕、农民农村共同富裕以及城乡融合发展的内在逻辑,认为当前制约农民农村共同富裕的因素主要是城乡发展中仍存在的城乡收入分配差距较大、城乡基本公共服务不均、城乡生产要素流通不畅和农业产业体系不完善。因此,要推动农民农村共同富裕,就应建立健全城乡融合发展体制机制和政策体系、打通城乡要素双向流通通道、推动城乡基本公共服务均等化,从而助力城乡在经济、文化、社会等方面实现全方位、高质量的融合。

Common prosperity is an important goal to promote the integrated urban and rural development. The common prosperity of farmers and rural areas is the proper meaning of common prosperity. And“reshaping a new type of urban-rural relations and pursuing integrated urban-rural development”is the key to solving the major social problems and promoting common prosperity. Although the development gap between urban and rural areas continues to narrow,there is still a gap for realizing common prosperity of farmers and rural areas,and further the realization of common prosperity for all the people. By making clear the internal logic of common prosperity,common prosperity of farmers and rural areas and the integrated development of urban-rural areas,the study holds that the main factors restricting the common prosperity of farmers and rural areas are the large gap between urban and rural income distribution,the uneven basic public services between urban and rural areas,the unsmooth fl ow of production factors between urban and rural areas,and the imperfect agricultural industry system. Therefore,to promote the common prosperity of farmers and rural areas,it is necessary to establish and improve systems,mechanisms and policies for integrated development of urban and rural areas,open up two-way channels for the fl ow of factors of production between urban and rural areas,and promote equal access to basic public services between urban and rural areas,so as to help urban and rural areas achieve all-round and high-quality economic,cultural and social integration.
