摘要
目的 通过增强区域性医疗中心韧性建设,应对由新冠肺炎疫情引发的重大突发公共卫生事件。方法 引入组织韧性建设理论,以T医院为例,通过保持核心医疗功能,储备和调拨人力和物资,快速响应、快速处置,灵活适应现状或再造新状态等策略,展现出医院在危机中抵抗、吸收、恢复、适应、变革与创新的能力。结果 在2022年上半年上海本土新冠疫情暴发所引发的危机中,T医院展现出了关键韧性特征,不仅让新冠肺炎患者获得了及时的筛查、救治,圆满完成了各项政府指令性保障任务,还保证了市民的正常就医需求,有效控制了院内感染。结论 对于规模、资源有限的区域性医疗中心,实施韧性治理策略,有助于前瞻性克服组织在应对突发公共卫生事件中的脆弱性、易损性,提升综合能力,实现医院的可持续发展。
Objective To strengthen the resilience construction of regional medical center to respond to major public health emergencies caused by COVID-19. Methods Taking T Hospital as an example, the theory of organizational resilience construction was introduced to demonstrate the ability of the hospital to resist, absorb, recover, adapt, change and innovate in crisis by maintaining core medical functions, reserving and transferring manpower and materials, responding quickly and disposing quickly, flexibly adapting to the current situation or reconstructing the new state. Results In the crisis caused by the outbreak of COVID-19 in Shanghai in the first half of 2022, T Hospital showed key resilience characteristics. It not only enabled COVID-19 patients to receive timely screening and treatment, successfully completed various government mandated security tasks, but also ensured the normal medical needs of citizens, and effectively controlled nosocomial infection. Conclusion For regional medical centers with limited scale and resources, implementing the strategies of resilient governance will help to prospectively overcome the fragility and vulnerability of organizations in dealing with public health emergencies, improve their comprehensive ability, and realize the sustainable development of hospitals.
