数字孪生是推动城市治理数字化转型的关键基础设施和重要底座,从数字孪生的定义与关键要素出发,对技术支撑治理数字化转型及赋能城市运行进行研究,基于现阶段数字孪生推动城市治理数字化转型的实践,进一步分析当前存在的问题及发展瓶颈,并提出相应的优化路径建议,从顶层设计与统筹机制、制定领域标准规范、探索全产业链条协作、高价值应用场景、建立长效运营模式等方面,提升城市数字化治理能力及治理效果。

Digital twin is the key to promote the digital transformation of urban governance.This paper introduces the definition and key elements of digital twin,studies the digital transformation of technology support governance and the operation of enabling cities,further analyzes the problems based on existing practices,and puts forward optimization suggestions.It is suggested to improve the urban digital governance capability and effect from the aspects of top-level design and overall planning mechanism,formulation of field standards and specifications,exploration of whole industry chain cooperation,high-value application scenarios,establishment of long-term operation mode,etc.
