一种以结果为导向的高效机房建设机制探索——上海长宁400米林带文体用房高效机房建设实践

建筑建造跨越立项、设计、施工、运行等多个阶段,由于各阶段节能措施相对独立,且缺乏有效的管控机制,导致部分新建建筑暖通系统节能目标和实际运行能效之间存在脱节的问题,建筑投入使用后的运行能效难以得到保障,尤其是对能效有明确高要求的高效机房项目问题更加突出。在此背景下,基于高效机房实际建设案例,对能效保证型的新建高效机房建设机制进行了探索,以结果为导向,通过合理的商务机制设计,将大型公共建筑空调实现运行能效目标的责任落实到空调设备分包商,有效解决了新建建筑暖通系统设计与运行能效脱节的问题,给出了由空调设备分包商保证机房运行能效的管理机制和实施路径。

The building construction spans many stages, such as project initiation, design, construction and operation. Due to the relatively independent energy-saving measures in each stage and the lack of effective control mechanism, there is a gap between the energy-saving objectives of HVAC system and the actual operating energy efficiency of some new buildings. It is difficult to guarantee the operating energy efficiency of the buildings, especially for the high-efficiency refrigeration room projects with clear and high requirements for energy efficiency. Under this background, based on the actual construction case of the high-efficiency refrigeration room, the construction mechanism of the new high-efficiency refrigeration room is explored with energy efficiency guarantee. Through the reasonable business mechanism design, the responsibility for the air conditioning of large public buildings to achieve the operational energy efficiency target is assigned to the air conditioning equipment subcontractor, which effectively solves the problem of the disconnection between the HVAC system design and the operational energy efficiency of the new buildings. The management mechanism and implementation path for the air-conditioning equipment subcontractor to ensure the energy efficiency of the machine room are provided.
