Statistical Measurement of Optimal Allocation of China’s Innovation Factor Market

创新要素市场优化配置是调整优化产业结构、加快建设高标准市场体系的重要内容。通过梳理中国创新要素市场化配置要点,从制度、劳动力、资本、技术、数据五个维度确定31个指标,构建创新要素市场优化配置评价体系。以中国31个省份为研究对象,选取2010-2021年数据对其创新要素市场优化配置水平进行评价分析。结果表明:中国创新要素市场优化配置水平整体向好且呈现稳步提升态势;八大综合经济区的创新要素市场优化配置水平存在较大差异,南部沿海综合经济区与大西北综合经济区发展差距最大;空间关联性分析表明,创新要素市场优化配置水平具有明显的正向空间集聚特征。据此,应加快培育数据要素市场,发展技术要素市场,以区域协同发展推进要素市场创新。

The optimal allocation of innovative factor market is an important content of adjusting and upgrading industrial structure and accelerating the construction of high standard market system. By combing the key points of China’s market-oriented allocation of innovation factors, 31 indicators are determined from the five dimensions of system, labor, capital, technology and data, and an evaluation system for the optimal allocation of innovation factor market is constructed. Taking China’ provinces as the research object, this paper selects the data from 2010 to 2019 to evaluate and analyze the optimal allocation level of local innovation factor markets. The results show that the optimal allocation level of China’s innovation factor market is improving as a whole and showing a steady improvement trend;There are great differences in the optimal allocation level of innovation factor market in the eight comprehensive economic zones. The development gap between the southern coastal comprehensive economic zone and the great northwest comprehensive economic zone is the largest;Spatial correlation analysis shows that the optimal allocation level of innovation factor market has obvious positive spatial agglomeration characteristics. Therefore, it is necessary to speed up the cultivation of data factor market, develop technology factor market, and promote factor market innovation with regional coordinated development.
