乡村振兴背景下新乡贤参与民族地区乡风文明建设的路径

Paths for New Village Elite Groups to Participate in the Construction of Rural Custom Civilization in Ethnic Minority Areas Against the Background of Rural Revitalization

在实施乡村振兴战略的时代背景下,乡风文明建设作为“铸魂”工程直接关系到乡村振兴目标的实现。当前,民族地区乡风文明建设中呈现出传统文化传承断裂、落后观念仍然普遍存在、公共文化服务能力不足等诸多问题,其中乡村人才缺乏以及乡村人才如何参与乡风文明建设是当下面临的主要问题。因此,新乡贤作为乡村精英理应成为民族地区乡风文明建设的有生力量,并可以基于自身情怀、责任及资财禀赋,通过嵌入式“在场”参与到乡风文明建设中,如通过开展对传统文化的传承创新活动提升乡村民众的文化自信,通过挖掘和弘扬乡村礼俗促进乡村善治,通过融入公共文化服务体系建设引领社会主义核心价值观在乡村的实践等,由此助推淳朴民风与和谐乡风的形成,为民族地区乡村振兴提供坚强保障。

Findings show that the new rural elites have inherited the cultural genes of the traditional village elite groups,which mostly are principled groups with plentiful capital,exquisite skills,extensive contacts,good conduct,cherishing ancestor roots,and willing to contribute to the development of rural society.Because of their emotional affinity,generally good exemplary character,and rural elitism,new village elites have become the main players in rural-custom-civilization construction in ethnic minority areas.The resource endowment of the new village elite group seems to be of great value for the construction of rural-custom civilizations in ethnic minority areas.Given the problems in constructing rural-custom civilizations in ethnic minority areas,the new village elites should join in constructing rural-custom civilizations in ethnic minority areas in various ways:First,new village elite groups can ensure the transmission of inheritance and innovation of traditional culture in ethnic minority areas.The new village gentry potentially can further boost the people s cultural confidence by preserving the traditional culture s essence,and protecting the rural context.They can share feed back their accumulated experience and problems with government departments,which will provide genuine help for the national or local governments in matters of policy revision and improvement,financial support,and building teams full of talent in traditional culture innovation.Secondly,the new village elites ideally can promote rural harmony by improving the interplay between etiquette and custom.The construction of a new village elite culture and the use of its resources can help to establish a social governance model based on building together,co-governance,and sharing.As the new village elite group is familiar with the relevant national system of rural social development,the logic of rural social operations,and the intricate network of human relationships in the village,they should be able to effectively resolve the contradictions among different stakeholders so as to promote rural governance of respectable behavior and cut the costs of social governance for grass-roots governments.At the same time,the new village elite groups can also innovate traditional customs,abandon outdated concepts,and strive to set up new traditions that meet the requirements of the times.Finally,a new village elite culture centered on the new village elite groups can improve the public cultural service system.Since the new village elite culture can satisfy the people in ethnic minority areas with their cultural needs of respecting morality and kindness,one should rely on a public cultural service system to enhance the effectiveness of new village elites in providing intellectual,financial,and technical support for rural public cultural construction.Meanwhile,one should also explore effective and suitable forms to educate on the Chinese dream about and the great rejuvenation of the Chinese nation,and consolidate the villagers sense of citizenship,social responsibility,and being self-sufficiency.At present,the construction of a rural custom civilization requires exploration of the resources of the new village elite groups,establishing support systems,and providing a platform for the new village elite groups to participate in the construction of a rural custom civilization.In this way,the“presence”role of the new village elite groups in the construction of the rural civilization can be brought into full play.
