Unique policy system on training and using scientific and technological talents is the mainstay that promoted the rise of America.The evolution of America’s scientific and technological talent policy has gone through three stages,including laying groundwork,developing and perfection.America stick to the combination of cultivating and introducing talents,and as much as possible in introducing talents,hiring talents,supporting talents,and continuing to improve.China should learn U.S.legislative experiences,speed up the construction of institutional systems and strengthen the function of national innovative demonstration zones and high-tech development zones that attract and retain the scientific and technological talents.
