中国参与联合国框架下海洋合作的新机遇——“联合国海洋科学促进可持续发展十年”首批行动方案的思考

New Opportunities for China’s Participation in Maritime Cooperation under the UN Framework——Reflections on the First Action Plan of United Nations Decade of“Ocean Science for Sustainable Development”

2020年10月,“联合国海洋科学促进可持续发展十年”(简称“海洋十年”)向全球征集行动方案,首批申请中共有37项“计划”、87项“项目”和40项“捐助”通过核准。首批行动方案对推动海洋科学变革发展和对全球海洋治理意义重大。中国在参与联合国框架下海洋合作的新机遇中,应做好顶层设计,积极发起和参与国际合作组织和计划;通过国际合作搭台,寻求合作伙伴和宣传行动方案二者并举;多方机构参与,多样化响应“海洋十年”;持续深入参与,对接海洋命运共同体,从而积极响应“海洋十年”计划,助力全球海洋可持续发展。

In October 2020,“the United Nations Decade of Ocean Science for Sustainable Development”(the Ocean Decade)solicited action plans from the world,and 37“plans”,87“projects”and 40“contributions”were approved in the first batch of applications.The first batch of action plans is of great significance for promoting the transformation and development of marine science and for global ocean governance.In the new opportunities for China to participate in maritime cooperation under the framework of the United Nations,China should implement top-level design,actively initiate and participate in international cooperation organizations and plans,seek partners and advocate action plans based on international cooperation platform,advocate multi-agency participation and diversified responses to the“Ocean Decade”,and support continuous and deep participation to connect with the maritime community with a shared future,so as to actively respond to the“Ocean Decade”plan and contribute to the sustainable development of the global ocean.
