风险社会视域下的公共安全管理

Public Safety Management under the Perspective of Risk Society

近年来,我国公共安全事件发生的频率不断上升,为了对于公共安全事件及其可能带来的潜在风险进行管理,本文从风险社会的角度出发,分析现阶段我国公共安全管理方面存在的问题,探析风险社会中公共安全管理的手段。社会公共安全的管理会涉及到多方利益主体,需综合传统法律手段、政府治理手段与现代大数据信息技术手段等方式同步协调管理,旨在有助于提出基于风险社会视域下的公共安全风险管理的具体策略。

In recent years,the frequency of public security incidents in China is rising.In order to manage public safety incidents and its potential risks,from the perspective of a risk society,this paper analyzes the problems existing in the current public safety management in China,and the means of public safety management in the risk society.The management of social and public security involves multiple stakeholders,we need comprehensively use traditional legal means,government governance means and modern big data information technology means to manage simultaneously and harmoniously.The paper also proposes specific countermeasures for public safety risk management based on the risk society vision.
