乡村振兴背景下农村闲置承包地的优化管理研究

Study on Optimal Management of Idle Contracted Land in Rural Areas under the Background of Rural Revitalization

乡村振兴战略的提出,对以农村土地权利制度促进“三农”问题的解决提出了更高要求,作为农村土地制度中重要的一环,承包地的的优化管理对于乡村振兴战略目标的实现具有不可轻视的作用。经济社会的发展加速了城市化进程,城市化的过程中导致大量承包地的闲置。大量的闲置承包地不仅造成土地资源的浪费、粮食产量的下降,而且对我国城市化质量造成严重的影响。承包地产权的不明晰、未构建起统一的市场交易平台、土地利用方式的单一以及政府未建立合理有效的退出机制是承包地大量闲置的原因。从大量承包地闲置和荒废的原因入手对其进行优化管理是有效利用闲置承包地、焕发农村经济活力的适当举措。

The rural revitalization strategy puts forward higher requirements for promoting the solution of"agriculture,rural areas and farmers"with the rural land rights system.As an important part of the rural land system,the optimal management of contracted land plays an important role in realizing the strategic goal of rural revitalization.The development of economy and society accelerates the process of urbanization,which leads to the idle of a large number of contracted lands.A large number of idle contracted land not only causes the waste of land resources,the decline of grain output,but also has a serious impact on the quality of urbanization in China.The reasons for the idle contracted land are the unclear property right of contracted land,the unitary market transaction platform,the unitary land use mode and the government's failure to establish a reasonable and effective with drawl mechanism.It is an appropriate measure to make use of idle contracted land effectively and revitalize rural economy to optimize the management of idle contracted land from the causes of idle and abandoned contracted land.
