基于粮食安全视角的粮食供应链优化与管理研究

Research on Food Supply Chain Optimization and Management from the Perspective of Food Security

十八大之后,党中央提出确保“谷物基本自给,口粮绝对安全”的粮食产业发展安全观。“十三五”期间,我国的粮食生产水平持续提升,供给结构也实现了全面优化,粮食储备能力得到了明显地改善,但是也需要深刻了解到,未来我国粮食安全工作仍需持续不断地进行优化。“十四五”为我国衔接两个一百年奋斗目标的重要时期,也是衔接过程中的首个五年规划,国际上各种黑天鹅事件的出现,需要对我国的粮食安全战略发展导向、发展格局进行重新塑造,尤其是需要基于产业链管理这一层次进行着手,保障粮食供应链管理工作的科学合理性、稳定性。本文针对粮食安全问题,通过文献调查法,对国家粮食安全、食供应链的基本环节进行研究,得出与粮食供应链管理相关的策略,其主要目标就在于通过完善的管理办法,形成粮食生产、加工、销售的有效组织,以推动粮食生产销售各个环节之间信息交流的有效性,确保我国粮食安全。

After the 18th National Congress of the Communist Party of China,the CPC Central Committee put forward the security concept of grain industry development to ensure that"grain is basically self-sufficient and rations are absolutely safe".During the"Thirteenth Five-Year Plan"period,China's grain production level has been continuously improved,the supply structure has been comprehensively optimized,and the grain reserve capacity has been significantly improved.However,it is also necessary to deeply understand that China's food security work still needs to be continuously optimized in the future.The"14th Five-Year Plan"is an important period for China to link up the two centennial goals.It is also the first five-year plan in the process of convergence.The emergence of various black swan events in the world needs to reshape the development orientation and pattern of China's food security strategy,especially based on the level of industrial chain management to ensure the scientific rationality and stability of food supply chain management.Aiming at the problem of food security,by means of literature investigation,this paper studies the basic links of national food security and food supply chain,and obtains the strategies related to food supply chain management.Its main goal is to form an effective organization of food production,processing and sales through perfect management methods,so as to promote the effectiveness of information exchange among all links of food production and sales and ensure China's food security.
