城市大脑平台在经开区应急管理的实践研究

摘要 为利用新一代信息技术提升应急管理效能,充分阐述城市大脑为应急管理带来的新的联动机制,即全面联动反应机制、自动或半自动反应机制、灵活反应机制、双循环反应机制、超前反应机制、可视化反应机制等6大机制;然后将城市大脑平台应用于防汛主题突发事件中进行实例说明。结果表明:在接近真实的场景模拟中,大脑平台借助信息化优势,辅助指挥员进行决策,极大地提升了应急处置的有效性。城市大脑平台与应急管理相结合能够有效提升经开区的区域安全性。 In order to use the new generation of information technologies to improve the efficiency of the emergency management,the new linkage mechanisms brought by the city brain for emergency managements,namely,the comprehensive linkage response mechanism,automatic or semi-automatic response mechanism,flexible response mechanism,double cycle response mechanism,advanced response mechanism,visual response mechanism,etc.,were fully elaborated The flood control theme emergencies was took as an application example of the urban brain platform.The results show that in the near real scene simulation,the brain platform assists the commander in decision-making by virtue of the information advantage,greatly improving the effectiveness of the emergency response.The combination of the urban brain platform and emergency management can effectively improve the regional safety of the economic and technological development area.
