我国电力作业安全管理体系构建及分析研究 被引量:1

Research on the Construction of Safety Management System for Electric Power Operation in China

摘要 电力作业是确保电力系统稳定运行的关键基础,电力作业安全关乎作业人员生命安全和国家财产安全。基于引发电力作业事故的风险因素,构建了电力作业安全管理体系,通过层次分析法(AHP)对安全管理体系各子体系和各要素进行了定量分析。结果表明:电力作业安全管理体系包括风险管理子体系、管理政策子体系和预警救援子体系,其中风险管理子体系和管理政策子体系权重较大;子体系所有要素中,标准体系、风险识别和风险管控权重较大;基于上述研究成果,对电力企业电力作业安全管理工作思路提出了相关建议。 Electric power operation is the key foundation for the normal and stable operation of the power system,and the safety of electric power operation is closely related to the life safety of operators and the safety of national property.Based on the risk factors,the framework of power work safety management system was constructed,and each sub-system and each element were quantitatively analyzed through the Analytic Hierarchy Process(AHP).The results show that the power operation safety management system includes risk management subsystem,management policy subsystem and early warning and rescue subsystem,of which the risk management subsystem and the management policy subsystem have greater weight.The weights of standard system,risk identification and risk management and control are relatively large.Based on the results,relevant suggestions are put forward for the safety management of electric power operation in electric power enterprises.
