河北省乡村振兴与新型城镇化融合发展研究

Research on Integrated Development of Rural Vitalization and New-type Urbanization in Hebei Province

首先选取2009-2020年河北省代表性指标数据作为样本,重构河北省乡村振兴与新型城镇化的考核指标体系,并对其发展水平进行综合绩效评价,运用的是客观赋权的熵值法来确定指标权重。其次,利用耦合协调模型,针对河北省乡村振兴与新型城镇化之间的动态互动关系和协调发展水平进行对比分析研究。样本时期两者发展水平均呈明显的上升趋势,乡村振兴综合评价指数在2014年之前更高,新型城镇化2014年后在河北得到大力发展;乡村振兴和新型城镇化之间的融合互动,也逐步实现了由严重失调到优质协调的跨越提升,形成了助推河北省进入城乡一体化融合发展新阶段的良性耦合互动合力。最后,就统筹推进河北省乡村振兴与新型城镇化的耦合协调发展,有针对性地提出了切实可行的政策建议。

In this paper,the representative index data of Hebei Province from 2009 to 2020 are selected as samples to reconstruct the evaluation index system of rural vitalization and new-type urbanization.And a comprehensive performance evaluation on the level of the rural vitalization and new-type urbanization in Hebei Province is carried out,giving weight through the entropy value method object.Secondly,the dynamic interaction between rural vitalization and new-type urbanization in Hebei Province is analyzed and studied taking advantage of the coupling coordination model aiming at the coordinated development level of the two systems in this region.In the sample period,the development level of both shows an obvious upward trend.The comprehensive evaluation index of rural vitalization was higher before 2014,and the new-type urbanization had gained momentum in Hebei Province since 2014;The integration and interaction between rural vitalization and new-type urbanization has gradually achieved a great-leap-forward development from serious imbalance to high-quality coordination,forming a benign coupling and interactive force for boosting Hebei province to enter a new stage of integrated development on urban-rural integration.Finally,this paper presents more practical policy and recommendations targeting to the promote the coupling and coordinated development of rural vitalization and new-type urbanization in Hebei province.
